(a) No waste recovery and recycling facility may be constructed, operated, modified, extended or closed without the corresponding permit granted by the Environmental Quality Board.(b) The Environmental Quality Board shall develop the regulations that shall govern the construction, operation, modification, extension or closing of solid waste recovery or recycling facilities.
