It is hereby established as the public policy of the Government of Puerto Rico the conservation, maximum extension of useful life, and obtainment of the highest possible efficiency of all facilities for the handling and final disposal of solid wastes, through the prohibition of the handling and disposal of solid waste generated outside the jurisdiction of the Commonwealth of Puerto Rico in facilities and installations of the Government of Puerto Rico, its departments, agencies, instrumentalities, public corporations, municipalities, and any subdivisions thereof or Commonwealth, municipal or private entities.\nHistory —Oct. 28, 2000, No. 424, § 1.
