This prohibition shall not allow for exceptions nor regulatory provisions, municipal ordinances, or contracts against it. However, for the purposes of this chapter, solid waste unloaded in Puerto Rico by cruise ships, airplanes, and any other type of maritime or aircraft in regular service transporting passengers or shipment into or from Puerto Rico and which have been generated incidentally due to said service and are unloaded in seaports or airports of Puerto Rico shall be deemed as generated within the jurisdiction of the Commonwealth of Puerto Rico, allowing its final disposition in dumps and sanitary landfills subject of this chapter.
