The Solid Waste Authority shall:(1) Develop an educational program to provide guidance on the importance of the proper disposal of used oil.(2) Provide technical assistance to any person who, as a requirement of this chapter or voluntarily, establishes a used oil collection center and promote the establishment of said centers.
