The Solid Waste Authority is hereby directed to establish a 'Residential and Commercial Used Oil and Grease Collection, Disposal and Recycling Program', which regulates and provides for the collection of oil and greases used in the preparation of food, and that shall be complementary to other existing programs. Provided, That it shall approve the necessary mechanisms and regulations to enforce the provisions of this chapter. Furthermore, the Authority is hereby authorized to enter into agreements with the municipalities to establish used oil and grease collection and recycling centers, and also to form partnerships with nonprofit entities that wish to facilitate the operations of these centers to protect the environment.
