The Department of Natural and Environmental Resources is hereby vested with the powers and prerogatives to adopt, promulgate and enforce those rules and regulations that are needed for the adequate execution and administration of this chapter and the implementation of the public policy established hereby. These powers and prerogatives shall be executed by means of the regulations and supervisory action conferred upon the Office of the Commissioner of Navigation.\nHistory —Dec. 21, 2000, No. 430, § 5, eff.
