The Secretary of the Department of Natural and Environmental Resources shall designate a Coordinator, who shall be responsible for the operations of the Program and shall execute the functions provided in this chapter.\nThe Coordinator shall be a person of recognized moral integrity and proven experience and knowledge in the subject covered under this chapter.
