None of the provisions of § 8001a of this title shall by any means impair any of the specific statutory obligations of any agency regarding:(1) Compliance with environmental quality criteria or norms;(2) coordination or consultation with any other agency, or(3) taking action or abstaining from taking action, contingent upon the recommendations or certifications issued by any other agency.The policies and objectives outlined in this chapter are complementary to those established in the already existing authorizations for agencies.
