(a) The Environmental Quality Board shall enable an area within or near its main offices in which it shall make available and accessible to the public, organized under an effective library system, with adequate personnel and with sufficient equipment and computer terminals, an 'Access Center for the National Digitized Environmental Information System'. Such Center shall have a server as its main information archive, which shall be the main depository of the National Digitized Environmental Information System and contain the materials, documents, titles, articles and all other information of this System in digitized format and provide such electronic links as necessary to gain access to information systems, databanks or other pertinent sources considered to be important for the operation of the System.(b) The Environmental Quality Board shall have a term of three (3) years to establish and render the Center operative and incorporate into the electronic information network known as the Internet, the same information as available in the Center hereby created. The information provided through this network shall be freely and readily accessible.(c) In order to guarantee continuous
