The Solid Waste Authority is hereby empowered to receive donations, aids, and funds, and to take loans and enter into contracts, leases, agreements, and other transactions with any agency or department of the United States of America, of any state, of Puerto Rico or of any political subdivision thereof or with private entities, and to invest the proceeds of such donations, loans or funds in the operation of the Pollution Prevention Program.
