This subchapter and the Pollution Prevention Program established therein are compatible with the provisions of the Solid Waste Authority Organic Act and the laws administered by such Authority, and the powers and authority delegated onto the Environmental Quality Board in the development and implementation of economically feasible and environmentally safe strategies that lead to a reduction in the volume of solid waste requiring final disposal.
