The Board and the Authority are hereby empowered and authorized to take any necessary steps before the United States Departments of State and of Commerce to obtain authorization for their participation, to the extent their legal capacity so allows, in international programs, covenants or organizations within the Caribbean to further compliance with the provisions of this chapter.
