The Secretary of Transportation and Public Works may lease or sell, with the approval of the Governor upon recommendation of the Secretary of the Treasury and the Secretary of Justice, such lands so separated, to their respective occupants. The purchaser shall pay as a selling price the amount of the assessment made for the purposes of sale by the Office of the Secretary of the Treasury of Puerto Rico; Provided, That the proceeds of the sale or lease shall be covered into the Treasury in the Homestead Special Fund.
