The resolution thus issued shall be published in one (1) newspaper of general circulation in the Commonwealth of Puerto Rico one (1) time each week for two (2) weeks and a copy thereof shall be sent by registered mail to the Office of the Mayor of the municipality concerned and to the former owners at their last known address.
