The departments, agencies and instrumentalities of the Commonwealth, the municipalities and the persons with a right and interest in acquiring the property to be alienated shall have thirty (30) days from the publication of the last notice mentioned in § 31e of this title, to notify the titleholder in writing their intention to acquire the property.
