The Secretary of the Treasury is hereby empowered to delegate to the Secretary of Transportation and Public Works the function of carrying out the assessment of properties belonging to the Commonwealth of Puerto Rico to be sold according to §§ 31—31o of this title.The Secretary of Transportation and Public Works shall submit the assessment for approval to the Secretary of the Treasury, who shall render his report approving or disapproving said assessment in an unextendable term of thirty (30) days from the date it was submitted.
