From the approval of this act, the titleholder who carries out transactions authorized by §§ 31—31o of this title shall render an annual report to the Legislature at the start of each regular session on the transactions made during the year, with detailed description of the property, the contract date, the terms and conditions of the transaction, and the person or entity with which the contract is made.
