Nothing contained in §§ 1—5 of this title shall be understood as altering or in any way modifying the faculties and powers which the Commonwealth of Puerto Rico and its political subdivisions and public agencies and instrumentalities, or the municipalities, have under existing legislation to dispose of their real property.
