The various government entities of the Commonwealth of Puerto Rico, including its agencies, instrumentalities and public corporations, are hereby authorized to construct bases in the overhead space of public ways and lands such as roads, avenues, branches, streets, alleys, parking areas, bus terminals, channels, canals and piers, railroad tracks, tunnel entrances and exits, subway tracks and any other like or similar works ways, using for such a purpose, after the proper procedures, those lateral or adjacent lands as may be necessary.It is hereby provided that all private persons or entities may construct bases in the overhead space of public ways and lands provided that the lateral or adjacent lands belong to them and that said bases are used for pedestrian bridges.
