The Department of Transportation and Public Works, the Public Buildings Authority, the municipalities, agencies, authorities, corporations and public instrumentalities of the Commonwealth of Puerto Rico, are hereby authorized to lease to private companies those lots of land or parking lots that belong to or are used by different government dependencies, in order to provide the public with a safe place to park their motor vehicles during the night, on weekends and holidays, by establishing a fee, as provided by the Department of Consumers Affairs.
