It is the intent and purpose of this chapter to create a public corporation with the financial and operational capacity to carry out the mineral resources development policy of the Commonwealth of Puerto Rico, pursuant to the policy established in the Mining Act and in accordance with the standards, rules and regulations that may be adopted by the Secretary of Natural and Environmental Resources. Said Corporation shall have the necessary powers to prospect for, develop, process, refine, finance, sell and otherwise utilize said resources for the benefit of the people of Puerto Rico.
