The Executive Director of the Housing Development and Improvements Administration may, with the approval of the Board of Directors of the Land Authority, use such sums of money as may be necessary for carrying out within his administration the development of cooperative activities, the development and promotion of crops, and the promotion of small community industries. The said sums of money shall be taken from the fund of 'Title V and VI, Trust Fund,' established under § 323 of this title.
