Whenever there is a violation of the usufruct contract, the Housing Development and Improvements Administration shall notify the usufructuary by registered mail or by personal delivery, of its intention to rescind said contract. The notice shall state the grounds of the violation or violations of the usufruct contract, and shall inform the usufructuary of his right to request a hearing, within a period of thirty (30) days following receipt of the notice, to show cause as to why the usufruct should not be cancelled.When a usufructuary makes the request before the Secretary of Housing, the latter shall appoint an examiner to hold the hearing at which the usufructuary may appear personally, or through counsel. The administrative hearing shall be governed by the procedure which the Secretary of Housing may adopt to such ends by regulations, with the protection of due process of law. The usufructuary may request the reconsideration of the Secretary’s determination, within ten (10) days following notice of his determination.A petition for review may be filed with the Court of First Instance of Puerto Rico within ten (10) days after having received the final notice of the results of the
