When the parcels mentioned in § 557 of this title are subject to attachment for the collection of quotas owed by the Industrial Commission, or for workmen’s compensation, the Secretary of the Treasury of Puerto Rico is hereby empowered to free said parcels from the effects of the attachment levied, when, in his judgment and discretion, the rest of the property, or other property in possession of the debtor, is sufficient to cover the amount of the attachment.
