No person may, without the expressed written consent of the Secretary of Agriculture of Puerto Rico, acquire by purchase, gift, conveyance, assignment, execution, or through any other legal means, any of the parcels devoted to the Homestead Program, if at the time of the new acquisition, such person is owner, usufructuary or lessee, for any of such reasons, of two of said parcels.
