All the funds shall be deposited with recognized depositories of the funds of the Commonwealth Government and shall be kept in separate accounts in the name of the Housing Development and Improvements Administration. Disbursements shall be made by the Housing Development and Improvements Administration according to the regulations and budgets approved by the Department of Housing and following the procedures and accounting systems prescribed for the purpose by the Secretary of the Treasury of Puerto Rico.
