There is hereby created a fund to be known as the 'Fund for the Elimination of Civic Unemployment in Puerto Rico, Trust Fund', which fund shall be under the administration and custody of the Department of Agriculture of Puerto Rico and shall, as a part of the funds of the Department of Agriculture, be specifically held aside for use toward the ends and purposes of this chapter without limitation as to any specific fiscal year, and into the said fund there shall be covered all sums heretofore appropriated by law or that may hereafter be appropriated by the Legislature for the enforcement of the provisions of this chapter.
