The Secretary of Agriculture is hereby empowered and authorized to set up the organization required for the administration and operation of the program for the elimination of civic unemployment, the personnel of which organization shall be in the exempt service; Provided, That the compensation of the employees appointed shall be paid chargeable to the Fund created by this chapter.
