To the usufructuaries or occupants acquiring the title deed pursuant to the provisions of this chapter there shall apply all laws relative to the enjoyment of the property right; Provided, That all right of way held on these parcels by the Commonwealth of Puerto Rico, its agencies and instrumentalities, shall continue to be exercised thereon and shall not be included in the title to be transferred in favor of the acquirer.
