A program is hereby created within the Rural Housing Administration, at present the Housing Development and Improvements Administration of the Department of Housing, for the development and sale of lots to families or persons with incomes in excess of the limit established through regulations for the granting of lots in usufruct under the provisions of Title V of the Land Act, §§ 551—561 of this title, as amended, but that in no case exceed an amount equal to two and a half (2 1 / 2) times the maximum income established in said regulations, and for the sale of lots to affordable housing developers.
