The Housing Development and Improvements Administration of the Department of Housing is hereby authorized to acquire land, either through direct purchase or through the right of eminent domain, for the development of lots according to the minimum norms and requirements established through regulations by the Secretary of Housing in coordination with the Planning Board and other government agencies. In the selection of land, it must be taken into consideration that such an acquisition shall not affect lands usable for agriculture for natural and economic reasons.
