The agencies that receive the advances shall render a report about the disbursements made. If there is any surplus from the advanced funds, the agencies shall be bound to reimburse the amount to the general fund. At the close of fiscal year, the Secretary of the Treasury shall determine the balance of the provisional advances paid to every agency and shall report it to the Office of Management and Budget prior to the following August 31, and shall consign the funds needed for the payment of the advances made, in the General Budget of the Commonwealth for the next fiscal year.
