The Director of the Commonwealth Emergency Management Administration Agency is hereby authorized to accept, on behalf of the Commonwealth of Puerto Rico, all those contributions of federal funds and monies originating from citizens and private enterprises that in his/her judgment are necessary to advance the purposes of this chapter.
