(a) No person shall operate a detective school unless authorized through a license to such effect issued by the Superintendent. This authorization shall be granted upon payment of fifty dollars ($50) annually.(b) Every person operating such a school shall be of age, of sufficient moral solvency to engage in said teaching, and shall have the adequate teaching equipment and academic training for the teaching of subjects related with the profession or occupation or business of private detective, and shall meet such other qualifications as the Superintendent may by regulation require.
