Any regulations that the Superintendent may prescribe shall be adopted after proper public hearings by said officer in which all parties concerned shall be heard.Such regulations shall take effect once they are filed in the Department of State in accordance with Act No. 112 of June 30, 1957, and the Governor has, through proclamation, set the date of effectiveness.
