Nothing set forth in this chapter shall be construed to prohibit a person from selling or offering to sell cigarettes that do not comply with the provisions of this chapter, outside the jurisdiction of Puerto Rico, if the cigarettes are or shall be stamped for sale in any state of the United States of America, or are packaged for sale outside the United States and such person has taken reasonable steps to ensure that said cigarettes shall not be sold or offered for sale to persons located in Puerto Rico.
