The judicial proceedings which in the judgment of the Administrator or of the Board are necessary for the enforcement of the provisions of §§ 376–387 of this title shall be prosecuted by the Department of Justice, free from the payment of dues and fees. All registries, offices or official centers of the Government of Puerto Rico shall render the services and issue the certificates required therefrom by the Administrator in the administration of said section, free from the payment of any fees prescribed by law.
