The necessary sums for the enforcement of the provisions of §§ 376–387 of this title and the administration thereof shall be included in the Government Operating Budget Act. The Secretary of the Treasury is hereby authorized to place at the disposal of the Administrator, from any available funds in the Treasury of Puerto Rico not otherwise appropriated, the necessary sums when those set forth in the Budget Act for the enforcement of the provisions of this chapter may be insufficient. These sums, plus such appropriations as on July 1, 1958 may appear in the Budget Act for the payment of annuities granted under the provisions of Act No. 189 of May 2, 1951, shall be covered into the funds of the Employees’ Retirement System of the Government of Puerto Rico and its Instrumentalities.
