The Department of the Treasury is hereby directed to transfer to the Superintendent the moneys collected on account of the Internal Revenue vouchers included in the application required by §§ 456a, 456d, 457a, 457c, 457g, 457i, and 460c of this title, as well as the total amount of funds collected for administrative fines as set forth in the various sections of this chapter. These funds shall be used exclusively for all matters directly pertaining to the continuous and uninterrupted operations of the electronic register and to the process for issuing weapons licenses, as well as to defray the cost of any campaign deemed to be needed to orient the public on the use and handling of the weapons, and the legislation pertinent thereto. Provided, further, That for Fiscal Year 2013-2014, the sum of six million dollars ($6,000,000) shall be transferred from this Special Fund to the 2013-2014 Budget Support Fund. Moreover, for Fiscal Year 2014-2015, the sum of one million dollars ($1,000,000) shall be transferred from this Special Fund to the Legal Liability Fund.Moreover, for Fiscal Year 2015-2016, the sum of one million, four hundred and eighteen thousand, seven hundred and fifty-four

) shall be transferred from this Special Fund to the Legal Liability Fund.Moreover, for Fiscal Year 2015-2016, the sum of one million, four hundred and eighteen thousand, seven hundred and fifty-four dollars ($1,418,754) in account number 0400000-253-081-2002, or in any other created for the same purposes in the Department of the Treasury’s accounting system shall be transferred from the resources of this Special Fund to the '2015-2016 Legal Liability Fund'.
