Any person who having a valid weapons license, purchases ammunition of a caliber that is different to that which can be used in the firearms registered to his/her name shall incur a felony, and upon conviction, shall be punished with a penalty of imprisonment for a fixed term of six (6) years. If there were aggravating circumstances, the fixed penalty thus established may be increased to a maximum of twelve (12) years; if there were mitigating circumstances, it may be reduced to a minimum of three (3) years.
