The Department of the Treasury is hereby exempted from compliance with §§ 283 et seq. of Title 3, known as the 'Puerto Rico Government Accounting Act', with respect to the creation of the Special Fund to be used by the Puerto Rico Police in order to comply with the purposes of this chapter.
