There is hereby declared a public nuisance the installation, location and use of tanks in the residential, commercial, or harbor districts of the municipality of San Juan to store, deposit, contain, for any length of time, gasoline, benzine, kerosene, or any other inflammable liquids derived from petroleum with a flash point of less than 150 degrees Fahrenheit.
