Without prejudice to the provisions of § 524 of this title, the actions to suppress public nuisances, as declared in § 521 of this title, shall be prosecuted pursuant to the provisions of §§ 3521—3524, 3532 and 3533 of Title 32; and the Secretary of Justice may institute said actions on his own initiative or on request of the Fire Chief of Puerto Rico, the posting of bond being in no case necessary.
