Every importer, wholesale dealer, distributor or retailer who sells or offers for sale in Puerto Rico explosives or substances that may be used to manufacture explosives shall keep a journal or book of record where he shall clearly enter a brief statement of each shipment or cargo he receives. The Superintendent shall prescribe by regulations the information that shall be stated in said journal or book of record and the time during which same shall be kept.The provisions of § 571 of this title shall apply to that herein provided.The Superintendent may require, if he deems it necessary for the purposes of this chapter, that every importer, wholesale dealer, distributor or retailer who sells or offers for sale, in Puerto Rico, explosives or substances that may be used to manufacture explosives keep a perpetual inventory of same.
