Every person having in his possession or under his control blasting or detonating caps shall keep same in safe and duly closed receptacles or containers, as provided by regulations, except when the latter are being sold, transported or used, in which case the pertinent safety measures shall be taken to avoid blastings that may endanger the safety of persons and properties and to avoid that said articles pass to persons not authorized to possess them.Every person having in his possession or under his control blasting or detonating caps in quantities of one thousand or over shall keep or store them in magazines where no explosives or substances that may be used to manufacture explosives are stored.
