No person shall abandon or dispose of explosives or substances that may be used to manufacture explosives in a manner as to endanger and threaten the public safety. Every person having in his possession or under his control explosives or substances that may be used to manufacture explosives and who does not have any use for them shall deliver them to any person duly authorized to receive them or to destroy them in a safe manner as provided by regulations.
