The Superintendent shall establish by regulation the norms that shall govern the granting of the rewards herein provided. The regulation shall provide, among other things, the norms to distribute the reward when more than one person is entitled thereto. Said regulation shall take effect as soon as it is approved by the Superintendent and filed with the Office of the Secretary of State, notwithstanding the provisions of §§ 2101 et seq. of Title 3.
