The Secretary of Justice of Puerto Rico shall have the duty and authority to establish the necessary measures to prevent the intimidation of victims, witnesses, potential witnesses, their family and relatives, and to provide them with the protection and assistance that is deemed necessary at a given moment to assure their participation in investigative and judicial proceedings.
