The Office shall constitute an Individual Administrator pursuant to, the provisions of Act No. 5 of Oct. 14, 1975, as amended, known as the 'Public Service Personnel Act'. The Secretary shall be the nominating authority pursuant to the provisions of this chapter. He/She shall appoint the technical, office and stenographic personnel or any other, fix the remuneration of said personnel according to the regulations adopted to such effects and shall authorize the expenses which are necessary to carry out the purposes of this chapter.
