The Puerto Rico Police shall establish a 'SILVER Plan', whose purpose shall be to alert the public to a missing person, who has been diagnosed with Alzheimer’s disease or any kin[d] of dementia by a physician authorized to practice medicine in Puerto Rico. With the collaboration of the Department of Transportation and Public Works and the Department of Health, the Puerto Rico Police shall be the primary entity responsible for operating the Plan and for determining whether or not to activate the alert. Furthermore, any other Commonwealth, federal or municipal public entity, private company, as well as the media, shall voluntarily participate and join this collaborative effort.
